There have been complaints about mobile phone reception in the Surbiton area since mobile network Orange removed three antennas in early September.
Steve Morgan, who runs his IT contractor business from The Mall in Surbiton, says his phone has been out of service for more than four weeks.
"I have contacted Orange on several occasions over the past month. But it keeps saying work is still on-going," he said.
"I have since switched to another mobile phone company, as has everybody else around here who I've spoken too."
A spokeswoman for Orange said it was investigating the case.
