Four fire engines and 21 firefighters were sent to deal with a fire at a block of flats in Kingston.
About 10 people had left the block in Surbiton Road before the London Fire Brigade arrived, and a further 10 were evacuated.
One person had to be led to safety from the second floor.
The brigade was called at 7.47am, and the fire was under control within 50 minutes.
An electrical cupboard on the ground floor was destroyed, but the cause of the fire remains under investigation.
