The builder was arrested after a police officer was attacked during a routine patrol in Isabella Plantation at 12.30pm on Sunday.
The officer was assaulted after he went to speak to a man parked in a disabled parking space in the plantation's car park.
The man and his dog then attacked the 31-year-old officer leaving him in a serious condition with a head injury, cuts to the face and bruising.
A passerby, who was walking his own dog at the time, tried to prevent the attacker from driving away from the scene in his car.
The car then hit the passerby and his dog before driving away.
The passerby sought treatment from a hospital later that day, but not before having his dog treated first - which had suffered serious injuries.
Police from Twickenham CID are calling for anyone who witnessed the incident to contact them on 020 8247 5832 or Crimestoppers on 0800 555 111.
