Labour have picked a candidate to stand for Esher and Walton who fought for the seat five years ago.
Francis Eldergill, who lives in Thames Ditton with his wife and two sons, will stand in the general election in May.
He has stood a number of times in Thames Ditton for the local elections.
Mr Eldergill said: "I want to fight this seat as it is my local constituency. I live here, my sons go to school here and I know the problems faced by many in an area deemed wealthy but with areas of deprivation."
Mr Eldergill said he was appalled at the effects of the Conservative/Liberal Democrat coalition welfare reforms and the bedroom tax and is delighted Labour has pledged to abolish.
He said: "I fully support Labour's plans to reduce tuition fees, raise the minimum wage, freeze energy bills until 2017, provide 25 hours of free childcare for three and four-year-olds with working parents, ensure at least 200,000 new homes a year are built."
