Surbiton Court residents said the man was found dead on a second floor landing.
One resident, who did not want to be named, said: "I was woken up about 6am by the police knocking.
"We weren't allowed out until about 4pm that day. We were on lockdown really. We could see all the forensic team outside, lots of men in blue suits, but we had no idea really what was going on.
"I never heard anything."
A police spokesman said: “Next of kin have been informed. Formal identification will be scheduled in due course.
“Detectives from Kingston-upon-Thames CID are investigating. At this stage the death is being treated as unexplained.”
