From Monday, October 1, cigarettes were not to be sold to youngsters under the age of 18. Newsagents, grocery and other shops are very concerned at the risk factor if they refuse to sell to a youth who is not yet aged 18. Wandsworth Borough Council and the Metropolitan Police should made arrangements to protect small shops, for example, emergency phone lines to the police and other bodies, including the council.
