Surrey Police are appealing for further victims to come forward after a string of sexual incidents in the past week.
Since Tuesday (August 13) police been investigating a series of four linked incidents of a man behaving in an inappropriate sexual manner towards women in Elmbridge and Woking.
On Friday officers arrested two men who they believe may be involved.
The first two incidents happened on the evening of August 13 in Walton when a woman witnessed a man exposing himself and masturbating in a car. Later that evening another woman was touched between the legs from behind by a man as she walked along a road.
On August 14 at around 6pm, a man with a similar description followed a young teenager in Woking, before driving off in a car.
Then, on August 15, at about 3pm, another young woman was grabbed from behind on a footpath in Weybridge.
All four victims were uninjured, although they were all shaken-up.
Inspector Paul McDowell, who arrested the two men, said: "We have been able to make these arrests thanks to information from the victims.
"However it is vital we speak to anyone else who believe they may have been approached, grabbed or been exposed to in the last two weeks in similar circumstances. I am determined to find and charge the man responsible for these attacks, and I need as much information as possible to bring him to justice."
