An accountant has been jailed after following a schoolgirl around the carriage of a Surrey-bound train, attempting to film up her skirt.
Leon Chan, 26, was jailed for one year and eight months for the offence, which took place board a train to Ashtead last October.
The former PricewaterhouseCoopers employee had previously been handed a suspended sentence in 2019 and put on a Sexual Harm Prevention Order which banned him from taking pictures of any woman without their consent.
But in the incident aboard a train last October, he crouched down on the carriage floor and pretended to rummage in a bag to take photos up the teenager's legs.
Police said the serial offender showed "no remorse".
Chan was previously found to have 1,700 upskirting images of women on his phone, after he was stopped by store detectives at Top Shop's landmark store in Oxford Circus, central London, in 2019.
This latest offence occurred as Chan was travelling on a train to Ashtead, Surrey, at around 3pm when he sat down and began staring at the teen.
The victim got up and went to stand by the train door, but Chan followed her, holding his phone camera and pointing it towards her.
CCTV showed the light on his camera appearing to flash, police said.
Chan then stood next to her, in an almost empty carriage and put his bag on the floor, as he crouched down and began rummaging through the bag with one hand and holding his phone camera towards the victims legs with the other.
The victim then moved away and the defendant followed her, crouching down again and holding his phone towards her. As she turned around she caught him pointing his camera up her skirt.
Chan got off the train at Ashtead before quickly re-boarding and continuing his journey.
The incident was captured on CCTV and Chan was identified by police in Sheffield and arrested.
Chan, who now lives in Sheffield, was ordered to sign the Sex Offender's Register for 10 years.
He was already under a Sexual Harm Prevention Order banning him from having any device that can take photos or videos, unless he satisfied certain court conditions.
Chan was also banned from filming any woman without her express consent over his 2019 conviction as he was issued a SHPO and a suspended prison sentence in 2019 following the upskirting offence in London.
Detective Constable Amina Khoyratee of British Transport Police said on Friday after his sentencing that Chan showed no remorse for what had done.
She added: “Upskirting is a truly horrendous invasion of privacy and I would like to make it absolutely clear that we will always take these reports seriously.
“Chan is a repeat offender who has shown no remorse throughout our investigation, so it’s lucky he’ll now have plenty of time on his hands in prison where he can reflect on his predatory behaviour.
“This is relatively new legislation, having only been introduced in 2019, but the bespoke powers make it much easier for us to charge suspects for this invasive and disgusting form of sexual offending.
DC Khoyratee urged anyone who is a victim of upskirting, or any other sexual offence, to text police on 61016 or call 999 in an emergency.
"No report is too small or trivial, and we will always take you seriously”, she added.
