As the Surrey Comet reported previously, emergency services including an air ambulance rushed to the scene amid reports of a car being driven into a group of people.
Paramedics treated Tester on arrival, but he was sadly pronounced dead at the scene.
A second man was airlifted to hospital with serious injuries and is expected to recover.
In the aftermath of his death, Tester's family paid tribute to him as a "much-loved son, husband, father, brother, uncle and friend to so many."
Fundraisers set up for his relatives online have raised tens of thousands of pounds in days, including over £14,000 raised by members of the scootering community in which Tester was an active participant.
Mir is next due to appear at Guildford Crown Court on Tuesday, July 27.
