More than six months after the opening of the Rose Theatre there is still no legally binding contract between Kingston council and its theatre tenants, it has emerged.

The revelation came out of Tuesday's council scrutiny meeting when Tory politicians grilled the Lib Dem administration on their decision to aprove an extra £350,000 from the public purse to pay for the overspend on outfitting the Rose.

Tory councillor Nick Kilby said the council could be financially exposed for millions of pounds by the lack of a legal agreement with the Theatre Trust which manages the building and puts on shows.

But Lib Dem council leader Derek Osbourne said there was no risk at all.
