Six developers have until Monday to submit proposals for development on 32 acres of historic college land and allotments.
According to Mole Valley Council the developers, who it has refused to name for legal reasons, have been selected based on their track records and financial wherewithal to submit proposals for land next to the Leatherhead Bypass.
The proposals include a mix of uses.
The council and Merton College, Oxford are jointly marketing adjoining sites to maximise the development potential.
Richard Burrows, the council’s corporate head of service, said: "Both Merton College and ourselves were encouraged by the calibre of developers which expressed an interest in the sites."
Campaigners collected nearly 1,000 signatures over just one week as part of their efforts to prevent Barnett Wood Lane Allotments being developed.
The council has promised to relocate the allotments to a larger site of the M25 if the plans go ahead.
